Antonio Conte has earmarked the midfielder as one of the players he wants to bring to Stamford Bridge when he takes over in the summer.
Roma are keen to hold onto their man but understand his desire to go and ply his trade in the Premier League.
However, according to Gazzetta dello Sport, it will cost Chelsea £35m if they want to snap up Nainggolan this summer.
The Blues had been hoping for a deal which was around £10m less than that and the club are expected to hold talks with Roma this week.
Nainggolan still has four years to run on his contract with the Italian club and as a result they are reluctant to budge on their asking price.
